If you look closely at the second picture, you can see that the taskbar is still being displayed on the LG 4:3 monitor.

hey,

seems that the 3D Refrehs Rate Override has something to do with your greyed image scaling.

Found this:
"In catalyst Display Options tab I had to change 3D Refresh Rate Override from default "Disabled" to "Same As desktop". Doing so enables monitors OSD Image Scale settings."
