I have a laptop thats 1280x768, and the max counter-strike resolution is 1024x768

What do I have to do in order for CS to support 1280x768?

There is a aspect ratio box below the drop down list with your resolutions. Change the aspect ratio box to 16:9(15:9) and you should see the res you want. The resolutions are only available with the correct aspect ratio selected.

However you should note that Counter-Strike 1.6 is 'vert-'

Counter-Strike does not support 1280x768 resolution, nor do any of the games based on the Half-Life 1 engine. The closest you can get it 1280x720.

HL2 engine games support it, though. That includes CS:S.
