You have to start the game and make a profile then quit the game and go to the install folder, my profile was called Witcher and this is my install location:

I:\PCgames\Hard to be a God\Profiles\Witcher

Edit the file called local.ini and change these two lines to what you need:

g_width 1920
g_height 1080
